I've always liked the Pt E weapons used against R and L combo

Giving the aliens Pt and E and having the humans using R and L would be interesting.

The problem is that L doesn't really work well with any LRW system so F is probably more sporting.

Why isn't a trade hub created as part of the payment for the trade agreement?

True trade agreements are too rewarding but creating things that make them more expensive to start just encourages the GFFP and CFFP routes.

You can only mount 4 XOs on a DD in that case. The round up has to do with hull spaces and might have been a time when XOs were gong to count certain systems as allowing to be used by XO mounts.

Thinking about it, I don't think defeating any force more than 3 levels above you in most tech will work well without a 1.5x advantage in force starting in ULTRA. I wouldn't fight an SL50 ship without SL47 technology and it would be ugly without you having a larger force.

In general NPRs are only in play until they are found. However, when you find a NPR there is a chance the NPR is multi-system and the NPR has increased PU based on the turn they activate. That seems like a 3rd edition or earlier rule. Pt weapons do get a bonus just because the base turn mode is 0 though.
