Yeah, I know that the contest is closed, but I had what I think is a really good idea

Engine Modulation Booster

Lower tech navies utilize the tactic of fluctuating their engines to produce fire confusion. Later, most races develop technologies that produce the same effect continuously. Unfortunately, the two defenses are normally incompatible. Some races, however, find a way to boost their modulation systems with power from their engines, greatly boosting the survivability of their ships.

A ship mounting a (EMBx) uses EM and EMS as cumulatively, and not exclusive of each other. Add the values generated by both to get the ship's defensive modifier.

However, EMB is incompatible with advanced maneuvering - (EMBa) may not be installed on a ship with any level of AM. The hull modifications that allow for increasing engine efficiency in rotation interfere with the placement of the EMB system. Further development eases the restriction, but never eliminates it entirely, or even seem to keep pace with (am) developments.
