IIRC, the only exemption on H requirements in 3rdR is for freighters 7hs or smaller. It's because their inherent crew is so small and the oveall maintenance at the freighter rate takes up very little cargo room..

3rdR rulebook page 57 Hull Table Notes section 1 has the relevant information on the courier design in question. As the ship has no cargo capacity and only 20% devoted to Qs it will not be a freighter (paragraph 2). As such it doesn't meet the qualifications in paragraph 3 (last sentence of paragraph 3 is the relevant clause).

Looking at UTM's charts (because that's what's to hand)..
Building an EX is 1.0 per space, with 15% maintenance
Building an FT0 is 1.5 per space, with 7.5% maintenance.

And FT0 hulls can only mount 1.4 spaces of "military systems"...
Non-military systems are Holds, Bulkheads (any), Ic Engines, Tractors/Pressers, Shipyards, MS, Boatbays,
Crew Quarters, Life Support, Courier Drones, Cargo Handling Systems (any), Atmospheric Capability and Communication Modules. (UTMv1-11, p27)

In other words: H B Ic T Pb (SY) (BbS) (BbL) Q Qs Lh cd (CHS) (AC) (CC)...

So the Ex (2) SAQsIcIc (4c) (which I erred on the cost - it's MGC 33) - sustained speed 4, maintenance 4.95 - isn't eligible for a FT0 version, as it's got two military systems spaces: S and A.

The FT0 version drops the armor for a hold... and increases in cost by MGC 1.5 (-1 for A⇒H, +2.5 for freighter hull). But maintaining it is only 2.5875 MGC.

Note that FT0 is 1.5 per space, while EX is 1.0.

And the Military Engine version:
Ex (2) SAQs(I)(I) (8) is 40 MGC... with a maintenance cost of 6. It can try to sprint in emergencies, rather than speed 4 cruise.


So, how disposable is your fleet of "couriers"?
Do you need "military sprint" on some?
