I think that it should actually operate more like the Engine Root tree. It's always at a minimum your current EL, but if desired you can push it beyond that. Personally, I'd suggest a combination with 1) and 3), with a few smaller modifications. For 1), I'd suggest dropping an A for an Mg or an Mgs/Hs combo.
