Thanks for all the help guys!
Specialized craft can be the toughest to design in any game.
Here is what I think I have settled on:

DD HS30 AC FH 7/4 COST 426/63.9
SAQ(4xH)JJJ(Bsi)(4XHb)(4xQv)JJPgQJJ
Will carry two ast, and one st.

How does this design look?

I don't think you need that many Hb, they unload troops pretty fast

Is that a Fast Hull? (FH I'm guessing?) The proper nomenclature for that is DDf.

If not, a Regular Hull DD can only mount 1 Hb.

I'm pretty sure he bought (and paid for) a fast hull as DDs with Ja engines can only go to speed 6 without being a fast hull.

I keep looking at aethelred's designs and he has 7/4 or 6/4 and I have to remind myself that the second Number in his notation is his turn mode and not his strategic speed. I keep wanting to reply to these posts that the strategic speed for either 'Ja x7 on a DDf' or 'Ja x6 on a DD' is '2', hehehee.

I'd refer him to A4.01.1:
The ship’s speed is listed in Movement Points [C2] and Turn Mode [C3] are notated in square brackets before and after the internal systems of the ship. For example, it might look like:
[2] AAHQ(I)(I) [6/3]

... but Kobolds just don't do things the way most of the slightly less insane races do things.

Note: In A4.01.1 you list Speed then Turn mode (as they appear in that order in the section C rules) but the Turn Mode is the number that goes before the ship component and the Speed goes after. To help the newer folk out, I'd have the rule look like this:
The ship’s Turn Mode [C3] and speed which is listed in Movement Points [C2] are notated in square brackets before and after the internal systems of the ship. For example, it might look like:
[2] AAHQ(I)(I) [6/3]

but that is just me.

Okay, so to clean this up,
DDf [4]SAQ(5xH)JJJHbHb(Bsi)(5xQv)JJPgQJJ [7/2] AC
Cost: 316.5/47.4. Bsi can carry 2 ast and one st.
That get us closer to the mark?

BTW Alexei, I had a Kobold prisoner taken over to your bald guy by room 302. He claimed that some concoction called soap would remove all the dirt and stink from the prisoner. After all the suds were rinsed away, there was nothing left of the prisoner!

Egad!

What if the Squidwards load bars of soap in their kinetic weapons?

Haven't checked the cost but the design looks good.

Only thing left is to buy a couple 'dumb bombs' for the smcft to drop on likely targets of opportunity and you could have a first rate troopship/lander.
...and I will show you fear in a handful of dust....

Turn 25:
Here is an example of Kobold luck. They finally get a test fighter flying smoothly (rolled an 11 on the knott). But right next door the point defense R&D project gets their test battery on line (successful roll), it activates and shoots down the fighter

We at ACME have a new fellow (ahem product) that might interest you. He (ahem it's) name is Gossamer. Gossamer can be cleaned, cut, styled, shot, etc and come back as strong as ever. The only hitch is that it seems that Gossamer is a bit shy around folks with inadequate shield tech.
Charles Rosenberg.

Alexei Timoshenko is the name of my protagonist in the fanfics, although I wish it could have been me.
