Additional Rules for the Scenarios

Here I'm going to place any additional rules that are used by the scenarios.

Scanning an enemy unit or population
Any unit with a "Y" system can "scan" an enemy unit by being within 3tH at the end of the movement phase. If the enemy unit has active shields then it can only be identified as to what ship size and empire it belongs to (if known). If the unit does not have active shields, then the unit's ship control sheet can be viewed by the scanning player to see the order of ship systems, any damage that has been applied, and any countable items (munitions, crew, etc.) that are on board the unit.
